Discovering Operation Services: A Doha Perspective
Many refer to the new trade round that was introduced at the World Trade Organization's (4th) Ministerial Conference in Doha, November 2001, as the "development round." It promises to fully consider the interests and concerns of developing nations and to center trade discussions about development. Three main documents were created by the Trade Ministers in Doha: (i) the Ministerial Declaration; (ii) the Declaration on the TRIPS (Trade-Related Aspects of Intellectual Property Rights) Agreement and Public Health; and (iii) the Decision on Implementation-Related Issues and Concerns. Collectively, they are referred to as the Doha Development Agenda, which also establishes the parameters for the WTO's research and capacity-building initiatives for the ensuing years about Operation & Maintenance Services in Doha.
